Tool Kit: Evaluating the Development and Implementation of Standards.

The contents of this "Tool Kit" have been developed as resources to support state efforts to develop and implement rigorous standards for student achievement. The components have been planned as tools for planning and evaluating the development and implementation of content and performance standards. The following components are included: (1) models for implementation of standards from content standards to classroom instruction and prototypes in science, mathematics, reading, and writing; (2) a set of analyses of the content and format of state standards in six subject areas; (3) a set of consensus criteria for evaluating standards and the sources from which they were drawn; (4) resources for policy makers on policy related to standards; and (5) resources for policy makers and the public on assessment for determining achievement. The last category includes discussions of evaluating expectations and assessments, the progress of Title I programs, comprehensive assessment systems, and large scale assessments. Contains references in each section and a 17-item bibliography. (SLD)
