State Legislative Responses to Violent Juvenile Crime: 1996-97 Update. Juvenile Justice Bulletin.

This bulletin presents findings from an analysis of laws enacted in 1996 and 1997 to target serious and violent juvenile crime. The review of the laws included telephone interviews with key personnel in each state. Overall, findings show that states continue to modify age/offense transfer criteria, with some states beginning to study the impact of new transfer laws. States continue to experiment with blended and other sentencing options, and changes in purpose clauses are having impacts on juvenile court dispositions. States are supplementing continued emphasis on secure corrections programming with community-based interventions that stress public safety and offender accountability. Traditional confidentiality concerns are being de-emphasized, and there is an increased emphasis on information sharing. Victims and victims' organizations are increasing their active participation in the juvenile justice process. (SLD)
