Equity Performance Measures for Women in VET. Report to the Ministerial Council on Education, Employment, Training and Youth Affairs Vocational Education, Employment and Training, Women's Taskforce.

A study proposed measures of equity for women for incorporation into major national processes for performance measurement. Data sources were as follows: interviews with 77 people from all state and territory vocational education and training (VET) systems, Australian National Training Authority, National Center for Vocational Education Research, and the community; documents from interviewees; and literature on performance measurement and measurement of equity for women. Findings indicated the following: measures of women's equity must reflect the shift in program budgeting to performance budgeting and the increasing importance of performance measurement; six performance measures in the national VET system have been approved; and a proposed performance measurement framework for VET is conceptually weak for women because it relies heavily on measures that can be derived from VET census data. Among findings dealing with measurement of equity for women were a highly variable policy interest in the question of equity for women at state and territory level. Most use was probably made of VET statistics to measure equity for women at provider level. Analysis of the National Women's VET Strategy with six outcomes and indicators to measure them indicated the following: no benchmarks against which to measure improvement; indicators that would not measure the stated outcome; too many or repetitive indicators for some outcomes; and measurement focus on activity, not output. Proposals for the future included principles to guide measurement of equity for women in VET and measures for the short term.
