Program Assessment and Development of the Central Regina Early Learning Centre: Final Report. SIDRU Research Report No. 17.
The Central Regina Early Learning Centre is a community-based, early intervention program that aims to break the cycle of disadvantage for 3- and 4-year-olds in Regina, Canada. This report documents an evaluation of the program offered by the Centre from 1992 to 1994 and makes proposals for future program development. Chapter 1 of the report presents the program's historical background and philosophical underpinnings. Chapter 2 reviews relevant research and presents 10 criteria for preschool excellence. Chapter 3 describes the evaluation methodology, which is primarily participant observation. Chapter 4 gives an overview of program components: classroom, nutritional, transportation, and family outreach, health education/services, professional development, community outreach, staff social program, and fundraising. Chapters 5 through 7 present evaluation information on the classroom and parent outreach programs and discuss community support. The report concludes by noting that the mutually respectful relationship between children, staff, and parents is the pivot around which the curriculum successfully turns. Further, the family outreach program offers a support network to struggling parents within an attitude of compassion, understanding, and respect. The Centre's work with the community is an extension of its core values of mutuality and respect. The final chapter judges the Centre's program in terms of the standards presented in Chapter 1 and makes suggestions for future development. The report's eight appendices include a demographic profile of children attending the Centre, quarterly progress reports, and classroom observation checklists. Contains 63 references. (KB)
