School Performance Review: Hamilton Independent School District. A Report from the Texas Performance Review.
This report provides a performance review of a Texas school district. For the review, investigators interviewed district employees, school-board members, students, parents, business leaders, and representatives from community organizations. The review team also held public forums, conducted focus-group sessions and personal interviews, surveyed district personnel, and consulted two databases of comparative educational information. Following an introduction, the results of the research are presented in four chapters organized under the following headings: district organization and management, educational service delivery and performance measures, financial management, and operations. The results show that the Hamilton Independent School District (HISD) is a well-run district that manages the district's resources in an admirable manner. The review team found numerous "best practices," and each chapter highlights model programs, operations, and services provided by HISD administrators, teachers, and staff. Some of the district's successes include students who score above regional and state averages on standardized tests, a teacher turnover rate that is the lowest among its peer districts, an impressive use of shared facilities, and excellent relationships with the local community. Findings focus on district organization, facility construction, campus management, planning, site-based decision-making, and educational service delivery, among others.
