School Performance Review: Port Arthur Independent School District. A Report from the Texas Performance Review.

This report provides a performance review of a Texas school district. For the review, investigators interviewed district employees, school-board members, students, parents, business leaders, and representatives from community organizations. The review team also held public forums, conducted focus-group sessions and personal interviews, surveyed district personnel, and consulted two databases of comparative educational information. Following an introduction, the results of the research are presented in 12 chapters: district organization and management, educational service delivery and performance measures, personnel management, community involvement, facilities and energy management, asset and risk management, budgeting and financial management, management information services and educational technology, purchasing and warehousing services, food services, transportation, and safety and security. The review found that the current organizational structure of the central-office staff is not as effective or efficient as it might be. Student performance, although improving, still falls below state and regional averages, and student enrollment declines and shifts have left some school buildings under-utilized, whereas others are overcrowded. A high turnover rate among teachers means a large number of teachers are hired with emergency permits. Finally, significant discrepancies in salaries and salary schedules among staff in similar positions were evident.
