Evaluation of Charter School Effectiveness. [Interim Study].

This report contains the interim findings of the Evaluation of Charter School Effectiveness. The study team collected and analyzed data on organizational arrangements and instructional activities implemented in charter schools to assess the impact of charter schools on teaching and learning. The study focused on four research questions: What is the educational performance of charter schools when compared with noncharter public schools? What are the characteristics of charter schools on a range of factors, including student body, educational programs and philosophy, and governance? What features of charter school educational programs are associated with particular educational outcomes for charter school students? and What practices of sponsoring districts and other educational administrative units help or hinder charter schools in implementing their educational programs as they intended? Although the study uncovered general characteristics common to charter schools, each charter school was found to be a unique educational organization. They varied widely on many variables, differing from noncharter public schools on key factors, but they also approached the state average on key student and teacher characteristics. Differences and similarities sometimes depended on the level of analysis. Six appendices include a profile of charter school survey respondents, survey instruments, interview study protocols, supplemental within-district comparison data, charter school law, and charter study advisory panel members.
