Investing in Learning: A Policy Statement with Recommendations on Research in Education by the National Educational Research Policy and Priorities Board.

This document is the first comprehensive statement on research in education issued by the National Educational Research Policy and Priorities Board (NERPPB) that draws on systematic inquiry over the past 4 years. Recommendations are made for legislative and administrative changes to improve research, development, and communication of research activities sponsored by the federal government. Two important trends provide the context for these recommendations. The first is the increasing number of students "at risk" in the school districts that are least able to marshal the resources to help them. The second is the accelerating growth of information technology. Two conclusions that emerge from educational research are that research has a proven record in educational improvement and that federal support for education is an investment that must be expanded. Twenty-three specific recommendations are made to work toward the following goals: (1) priorities are set and activities are problem-centered; (2) high standards of quality are created and upheld; (3) work is collaborative and rigorous; and (4) the research mission is congruent with resources.
