Under-Understanding Solid Research.

This paper provides a summary of class-size research, most of it conducted since 1970. Points are presented as suggestions for policy, for use in schools, and as a basis for added research. Combining the results of various studies allows for some speculation about the possibilities for implementing small class size in the elementary grades. Research provides the basis for decisions about class size, but the wisdom and will to redirect educational policy cannot be communicated unless educators, leaders, and parents act to use what research has shown to improve schooling. Small classes for elementary school students constitute the "Individual Retirement Account" of education. (Contains 1 table and 58 references.) (SLD)
