How To Focus an Evaluation. CSE Program Evaluation Kit, Volume 2. Second Edition.

The "CSE Program Evaluation Kit" is a series of nine books intended to assist people conducting program evaluations. This volume, the second in the kit, provides advice about planning an evaluation--from deciding on the major questions the evaluation is intended to address, through the general approach--and identifying the principal audience for the evaluation. It discusses three general elements in the focusing process: (1) existing beliefs and expectations of clients; (2) the process of gathering information; and (3) the process of formulating an evaluation plan. Five different perspectives on the evaluation process are presented, approaches that are characterized as experimental, goal-oriented, decision-focused, user-oriented, and responsive. Chapter 1, "Thinking about the Focusing Process," presents a simple model of the process of focusing an evaluation. Chapter 2, "Thinking about Client Concerns and Evaluation Approaches," explores the beliefs and expectations that all parties bring to the focusing process. Chapter 3, "How To Gather Information," discusses the process of gathering information, and chapter 4, "How To Formulate an Evaluation Plan," explains how to finish the focusing process by developing an evaluation plan.
