As the public clamors for better educational approaches to enable a diverse student population to meet newly designed academic standards, provide for more creative and innovative pedagogical strategies, and render a feasible option to regular public education, charter programs offer a viable alternative. Viewed as a venture capital investment, endorsement of charter schools across the U.S. represents an entrepreneurial school reform which necessitates expansive and progressive charter school laws to facilitate their establishment and institutionalization. This article reviews Pennsylvania's recent charter school program in view of effective legislation enacted in other identified "strong" charter school states and presents policy recommendations for stronger legislative components based on successful prototypes. The prescriptions offered are meant not only to enhance Pennsylvania's legislation, but also have implications for other states considering the initiation of charter school programs.
