General Enrollment Fee Waivers & Nonresident Tuition Waivers, 1996-97.

This report examines the status of general enrollment fee (GEF) waivers and nonresident tuition (NRT) waivers at Oklahoma state institutions of higher education for 1996-97. First, an overview section summarizes the purpose of the waivers, which is to provide assistance to Oklahoma residents with demonstrated financial need and to attract specific out-of-state students. The overview also reviews the state statute authorizing the program, its history, its benefits and points of emphasis, and restrictions. Among highlights of data presented for 1996-97 are: over 36,500 students received GEF and NRT waivers worth about $39 million, which was equivalent to about 17.7 percent of total student fee revenue; freshmen and sophomore students received the greatest amounts of GEF waivers; minority students received 22.5 percent of GEF waivers; graduate students accounted for 29.8 percent of NRT waiver recipients, compared to only 15.2 percent of GEF waiver recipients; and 18 percent of NRT waivers went to international students. Tables present both summary data and data for each of the 32 Oklahoma institutions for both GEF and NRT waivers, with information on recipients' classifications, gender, race, residency, field of study, academic level, and semester. A comparison of the amount of GEF waivers compared to maximum amount authorized for each institution is also provided. (DB)
