A program was conducted to implement a "regular high school" adult diploma program built on a school-to-work philosophy and operated through a two-county, multidistrict lifelong learning consortium in Pennsylvania. The project also provided a rural, cooperative program model ready for replication in other areas in order to provide targeted adults an alternative to the General Educational Development Test. The project used an approved academic and life skills curriculum based on the strategic plans and standards of the participating districts and a graduation portfolio guidebook based on the accomplishments of the previous year. Students had to attend 90 hours of class instruction in the core high school academic subject areas, as well as to complete a graduation portfolio project. The project resulted in an 80 percent retention rate and a 100 percent positive student approval rate.
