This volume contains comprehensive four-page scorecards for the United States as a whole, each state, the District of Columbia, and five U.S. territories reporting progress toward the National Education Goals. The U.S. scorecard charts progress on 26 national indicators of educational progress, and the state scorecards chart progress on 33 similar state-level indicators. Arrows show where the country and the states are making progress, where there has been no change, and where progress is lacking. This year's report shows that the United States has made some important progress, particularly with regard to Goal 1, "Ready To Learn," Goal 3, "Student Achievement and Citizenship," and (3) Goal 5, "Mathematics and Science." However, the United States is far from where it should be if the National Education Goals are to be achieved by the year 2000. Eighteen states received 10 or more arrows pointing upward for significant improvement in the 1990s. North Carolina led, with significant improvement on 14 indicators, followed by South Carolina with 13, and California, Colorado, and Texas, with 12 each. Three appendixes contain technical notes and sources for the national and state indicators and acknowledgments. (SLD)
