Participation of Part-time Faculty on the Executive Committee of the Academic Senate for California Community Colleges.

At the 1996 Spring Plenary Session, the Academic Senate for California Community Colleges (ASCCC) passed resolution S961.5, which authorizes the participation of part-time faculty on the Executive Committee. The assurance of participation of part-time faculty on the Executive Committee of the ASCCC at first appeared a simple proposal, but was soon recognized as far more complex, raising many issues that require resolution before a reasonable recommendation can be reached. The issues discussed document several plenary session breakouts and committee discussions: (1) part-time faculty's limited opportunity to serve locally; (2) part-time faculty's limited opportunity to serve at the state level; (3) load and reassigned time; and (4) election process. Included is supplementary information on the aims and functions of the academic senate and executive committee, as well as roles and responsibilities of senate delegates before, during, and after the session. Several recommendations are made, with regard to policy development, mentoring and leadership processes, and reassigned time, for increasing the opportunities for part-time faculty members to be elected to the Executive Committee of the ASCCC. Appended are the local senate 1997 survey results and the Attorney General's opinion on the topic. (AS)
