This document presents papers prepared for a conference of higher education researchers, policy analysts, practitioners, and administrators. The conference centered around whether a new, broader conceptualization of access to postsecondary education is required, and what such an expanded definition of access would mean in terms of policy, research, and data collection. The first paper, a synthesis of the discussion, is "Reconceptualizing Access: A Review of the Findings from the NPEC/ACE Policy Panel on Access and Its Data Systems Ramifications" (Sandra S. Ruppert). Five experts were commissioned to prepare the following papers: (1) "Access to Higher Education" (Zelema M. Harris); (2) "Assessing the Impact of Public Policies on Access to Postsecondary Education" (Arthur M. Hauptman); (3) "Research Questions and Data Resource Needs for Examining Student Access to Higher Education" (Michael T. Nettles, Laura W. Perna, and Catherine M. Millett); (4) "Access in a Democracy: Narrowing the Opportunity Gap" (Laura I. Rendon); and (5) "From Access to Participation" (Vincent Tinto). The final paper, by Sylvia Hurtado and Karen Kurotsuchi Inkelas, is an overview of bibliographic resources and is titled "New Dilemmas of Access and Implications for National Data Use/Availability: A Summary and Annotated Bibliography of Sources." Appended is a list of panel participants. (Individual papers contain references.) (DB)
