Surfing the Tsunami: A Guide to the Restructuring Revolution in Federal Workforce Development Policy.

Federal workforce development policy is being turned upside down. New governance structures, new systems of service delivery, new concepts, and new programs are being introduced and implemented throughout the United States. This publication is designed to facilitate participation in this revolution-in-progress. Three key federal initiatives that are responsible for much of the change and innovation taking place in workforce development policy include: (1) "The School-to-Work Opportunities Act"; (2) "One-Stop Career Center Systems," which is the Labor Department's one-stop initiative; and (3) "Welfare Reform." The guide also highlights some of the implications of these initiatives for professional counselors, offers ideas on how professional counselors can become more actively involved in their implementation, and lists key contacts in every state that are responsible for carrying them out.
