Job Corps. Links with Labor Market Improved but Vocational Training Performance Overstated. Report to the Chairman, Subcommittee on Human Resources, Committee on Government Reform and Oversight, House of Representatives.

The General Accounting Office (GAO) reviewed the labor market links and vocational training performance of the Job Corps, which is an employment and training program aimed at providing severely disadvantaged youth with a comprehensive array of services in residential settings. Data were collected from the following: interviews with Job Corps officials at the regional and national levels; site visits of six "judgmentally" selected Job Corps centers (five established centers and one recently opened center); and data from the Department of Labor's Student Pay, Allotment, and Management Information System. The review established that the Department of Labor is working to ensure the appropriateness of its vocational training to local labor markets through the following activities: industry advisory groups, a school-to-work initiative linking Job Corps with local employers, and involvement of local business and community leaders in deciding which vocational training programs to offer at new Job Corps centers. However, Job Corps-supplied data on program completion rates and participants' ability to obtain training-related jobs remain misleading and continue to overstate program results.
