Section 2 offers a brief overview of the schoolwide planning process, including elements stipulated by federal law, and emphasizes fund availability. Section 3 is a step-by-step plan for schoolwide program change, while Section 4 describes various types of technical assistance made available by ESEA. Section 5 addresses accountability issues and use of student and school data to improve school programs. Appendices include a list of 12 Planning Tools presented in table format and an extensive annotated resource list.
