The Office of Educational Research and Improvement includes five National Education Research Institutes. This document reports on these Institutes' activities. The text opens with a discussion of the activities of the National Institute on Early Childhood Development and Education, including the operations of its subsidiary, the National Center for Early Development and Learning. The National Institute on the Education of At-Risk Students is covered next and features overviews of the Center for Research on Education, Diversity, and Excellence and the Center for Research on the Education of Students Placed At Risk.
