CCD Adjustment to the 1990-91 SASS: A Comparison of Estimates. Working Paper Series.

Several technical issues related to the Schools and Staffing Survey (SASS) were studied. The 1990-91 SASS is a set of four inter-related surveys of public and private elementary and secondary schools, districts, teachers, and administrators conducted by the National Center for Education Statistics (NCES). Preliminary analysis of the 1990-91 SASS showed estimates for the total number of public school teachers in 10 states that were at least 15% higher than estimates from the Common Core of Data for each state. One reason for this discrepancy was that school administrators did not report information in the same way in both surveys. The Special Surveys and Analysis Branch of the NCES established a procedure to bring SASS estimates into line with CCD estimates for the 10 states studied. This paper describes the adjustment process for the remaining 40 states and the District of Columbia and evaluates the prevalence and seriousness of the over-reporting and the impact of the adjustment on other national and state SASS estimates.
