The Role of the Company in Generating Skills. The Learning Effects of Work Organization. The Netherlands.

The impact of developments in work organizations on the skilling process in the Netherlands was studied through a macro analysis of available statistical information about the development of education for work in the Netherlands and case studies of three Dutch firms. The macro analysis focused on the following: vocational education in the Netherlands, adult education and in-house training, and developments in the Dutch labor market. The case studies examined the organizational structures and training practices of three companies: a pharmaceutical factory that has computerized its production control system, an adhesive manufacturer that has radically changed its job structure without extensive renovation of its production process, and the production automation department of a large bank. Among the main findings were the following: (1) vocational and adult education are being restructured, and the connections between them are increasing; (2) Dutch firms' training efforts are increasing, and their training policies are broadening their focus from eliminating shortcomings in workers' qualifications to preparing for ongoing changes in the work organization; and (3) although industry's involvement in vocational education is generally increasing, the study firms have not appreciably altered their relations with regional intermediate vocational education.
