Joint Planning Group for Quality Assurance in Higher Education. Final Report.

This is the final report of the Joint Planning Group for Quality Assurance in Higher Education, whose purpose was to detail proposals for a new agency to improve quality and standards for higher education in the United Kingdom. It proposes that a UK-wide single agency replace the existing Higher Education Quality Council by October 1998. The structure and function of the new agency is discussed as are issues concerning quality assurance, the review process, academic standards, and the form of reviews and outcomes (reports). Also discussed are subject/program area reviews, review cycles and teams, and institutional observers. Collaboration with other organizations such as the Teacher Training Agency is urged. The new agency's functions are identified and include: (1) confirming that their internal quality assurance procedures work well; (2) identifying and disseminating information about innovation and best practice in teaching, learning and student assessment, and (3) providing specific services. Also discussed is transition to the new agency, funding, and cost implications. Attached are a glossary of terms, the Joint Planning Group Terms of Reference document, a list of the Joint Group's members, the Terms of Reference document of the Joint Planning Group Working Part, recommendations regarding higher education and professional and statutory bodies, and recommendations concerning the constitution and membership of the new agency.
