This publication is the result of a research and development project that involved the development of formative teacher evaluation plans at three sites: Guilford County Schools, Greensboro (North Carolina); Richland School District 2, Columbia (South Carolina); and Surry County Schools, Dobson (North Carolina). The publication is intended as a resource for school and district teacher evaluation design teams who desire to rethink the teacher evaluation process. Chapter 1 on the purposes of teacher evaluation systems explores the differences between a formative teacher evaluation system (for professional growth) and a summative system (for accountability). Chapter 2 outlines the who, what, and how of formative evaluation. Chapter 3 examines the design steps involved in developing a formative evaluation system and describes some formative evaluation systems currently being piloted in the SouthEastern Regional Vision for Education (SERVE) region.
