Exemplary Practices: Cost-Effectiveness in Developmental Education. 1992-1994 Grant Project. Results of the Survey of Developmental Education Practices.

In August 1993, J. Sargeant Reynolds Community College, in Virginia, undertook a study of developmental education (DE) practices in community colleges in Virginia and the other 14 member states of the Southern Regional Education Board to determine factors associated with program effectiveness. Surveys were mailed to the presidents of 313 two-year colleges, requesting information related to DE organization and staffing, policies and procedures for placement and instruction, instructional delivery, funding, and assessment of program effectiveness. Study results, based on responses from 82% (n=257) of the colleges, included the following: (1) 46% indicated that DE courses were embedded within the traditional academic department and had no separate identity; (2) 74% indicated that they used nationally normed standardized tests to identify and place at-risk students, with 33% of these using computerized tests; (3) 44% indicated that funds were allocated through a basic budget plus adjustment for enrollment changes, compared to 33% reporting a fixed budget, and only 29% had a process for reviewing DE costs; and (4) end-of-course student evaluations were used by 62% of the respondents to assess DE effectiveness, periodic review of research reports by 50%, and comprehensive, systematic reviews by 42%. Extensive appendixes provide tables showing responses by state and cross-tabulations of eight factors associated with program effectiveness: delivery system, level of the administrator responsible for DE, selection of placement tests, the process for assigning DE faculty, provision of training for DE faculty, restrictions on course load for DE students; processes for reviewing DE costs, and methods to reduce costs.
