Reading Recovery (RR) is an early intervention program that provides intensive one-on-one services for first-grade students who experience difficulty in learning to read. RR teachers provide daily individualized lessons for 30 minutes until children are able to perform within the average range for their peers. RR was initiated in the Wake County Public School System (North Carolina) in the fall of 1990-91 and served 292 students in 35 schools in 1993-94. Evaluation has found that RR has not been able to meet its major short-term and long-term goals in Wake County. About half of all RR students have successfully reached first-grade reading levels, but success rates have declined since the first year of the program. Only one third of those who successfully reached grade level in 1990-91 and 1991-92 scored at grade level as third graders, about the same as comparison groups who received no RR services. No differences were found in needs for retention, special education, or Chapter 1 services. As currently implemented, RR is not enough to keep many Wake County low achievers reading at grade level.
