The Literacy Enhancement Project Report: "Roadmap to Accountability."

The Literacy Enhancement Project (LEP) was initiated in 1993 to upgrade the quality of service at adult literacy program sites throughout Illinois. The project provided in-depth, sequential training in using a model assessment/evaluation system that is intended to serve as a developmental tool aiding in program design and modification and documentation of individual students' progress. The LEP is a collaborative effort involving the Illinois Literacy Resource Development Center, a University of Illinois evaluation specialist, local providers of literacy services, and adult literacy students in Illinois. The assessment/evaluation framework consists of the following evaluation levels: needs assessment (preimplementation), accountability (program documentation), formative evaluation (program clarification), program progress toward objectives, and program impact. To date, the LEP has yielded a wealth of information about the many facets of adult literacy in Illinois and identified policies that must be established to institute and deliver a consistent model for evaluation on a statewide basis. Special attention was paid to learning about portfolios and their potential as a means of authentic assessment.
