The National Alliance of Business (NAB) reported recently on the National Workforce Assistance Collaborative that works with community colleges and other educational institutions to build their capacity to develop the work force of the 21st century. NAB had conducted a series of focus groups with participants from business, industry, education, government, and social services agencies to identify critical needs, important stakeholders, and promising delivery systems. Community colleges were already using the focus group process to enhance service to constituents and manage institutional change. This process drew upon important elements of already existing relationships. Focus groups studied ideas in a collective context. The hallmark of focus groups was explicit use of interpersonal interaction to produce data and insights that would be less accessible without the interaction. The strengths of focus group analysis included the following: the results are understandable and immediate; participants enjoy the opportunity to participate; the interaction created a favorable impression that the sponsors cared enough to listen; the process provided a richness of data at a reasonable cost; and the format allowed the moderator to probe.
