The five states featured in this second edition of "Innovative States" were chosen because they reflect crucial elements in an emerging understanding of state policy making in family support and education. Creative state partnerships involving program development and funding are a key ingredient to successful endeavors. States rely on the ability of local programs to reach families, especially those who are underserved. Policy makers have made a commitment to preserve the infrastructure of these programs to increase the likelihood that they will be able to expand in a better economic climate. The following programs are profiled: (1) Home Instruction for Preschool Youngsters (Arkansas); (2) Family Development and Self Sufficiency Grants (Iowa); (3) Together for Children (Oregon); (4) Parent-Child Centers (Vermont); and (5) Even Start (Washington).
