Peer Review and the Assessment of Higher Education Quality: An International Perspective. Higher Education Report No. 3.

This report examines the practices of 19 peer review agencies in the United States, Britain, Denmark, Germany, France, the Netherlands, and Hong Kong to determine variations in peer review in the field of higher education. The report addresses: (1) the sources of authority for peer review; (2) the types and status of peer reviewers; (3) the selection of peer reviewers; (4) the formative and summative aims of peer review; (5) the focus of reviews; (6) methods used in the review process; and (7) the types of reporting possibilities available. Three major sections examined: the "classic" model of peer review as used in research; variations in current practice as revealed in this study; and problems of peer review and implications for further research. Four appendixes list the 19 agencies that participated in the study and provide a description of 3 of the agencies: Deutsche Forschungsgemeinschaft (Germany), Comite National D'Evaluation (France), and the National Architectural Accrediting Agency (United States). Descriptions of other publications available from the Quality Support Centre are also included. Contains 11 references. (MDM)
