Immigrant Education Program, FFY 89-FFY-93. Final Study of the Illinois State Legalization Impact Assistance Grant.

A study of the State Legalization Impact Assistance Grant (SLIAG) program in Illinois, federally funded under the Immigration Reform and Control Act of 1986, is presented. The program assists the state in providing English-as-a-Second-Language (ESL) and civics instruction to help undocumented immigrants meet legal residency requirements. Data were collected in a telephone survey of participants, open-ended interviews with current and former participants, and a computerized survey of providers. The student survey requested information on the program's impact on them; the provider survey focused on the SLIAG program's effects on organizations and their ability to serve the population. The report details the surveys' development and results. Sampling, data collection methodology, and findings are reported for each. Data from student surveys include respondents' background, educational history, participation in the SLIAG program, effects of participation, and future educational and citizenship plans. Data from the provider survey include details of program start-up, impact on adult education programming, the service population, support services, collaborative efforts, impact on the organization, funding and administration, and future directions. Based on these findings, recommendations are made for future adult education programs. Lists of participating agencies and the questionnaires used in the study are appended.
