Catering Education and Training in Germany--A Comparative Study. Research Report.

This report updates 1979 studies of European practice in catering training and education. Section 1 provides background. Section 2 describes the structure of West German federal and state government and their respective responsibilities for vocational education and training, including the dual system of apprentice training and the role played in it by Chambers of Commerce. It considers the structure of the West German hospitality industry and the composition, by sector, of the industry itself. An outline of the organizational structure of DEHOGA (Deutscher Hotel- und Gaststattenverband EV), the industry's trade association, is provided. Section 2 also presents available data on the new states from the former German Democratic Republic. Section 3 examines the links between compulsory full-time education and vocational education and training. It looks in detail at the role of the various vocational and educational establishments and at the operation of workplace training in the dual system of apprentice training. It describes the main catering and hotelkeeping trades covered by the system and considers how successfully the present and future skills needs of the industry are being met. This section explores the range of higher vocational educational opportunities for hospitality managers who have successfully completed the dual system. Section 4 relates the present report to the 1979 study and suggests some strengths and weaknesses of the German system as compared with practices in Britain and France. (YLB)
