This agenda begins with the mission statement of the National Center for Research in Vocational Education (NCRVE) which envisions NRCVE as serving the role of an agent for change. It discusses the two major components that comprise the vision: one describing what occupationally oriented education ought to be, and one describing how a national center ought to operate. Part 1 describes the six substantive areas around which NCRVE organizes its research and development activities: the economic context of vocational education; the institutional context of vocational the emerging "system" of education and job training; curriculum and pedagogy: innovative and effective practices in vocational education; students in vocational education; personnel in vocational education; and accountability and assessment. Twenty-three project descriptions divided into the research and development categories follow. Part 2 describes these six programmatic thrusts in which NCRVE conducts its dissemination and training activities: dissemination; professional development; special populations; planning, evaluation, and accountability; The National Network for Curriculum in Integration and Tech Prep; and program development, curriculum, and instructional materials.
