This pamphlet provides a summary of the educational benefits available to United States civil service personnel or others (and their families) as a result of being captured because of hostile action under the Omnibus Diplomatic Security and Antiterrorism Act of 1986 (Public Law 99-399) and Executive Order 12598. The pamphlet, in question and answer format, includes information describing how qualified persons can receive payments under the program and suggestions on where to go to for help and to obtain more detailed information. Twenty-five specific questions cover such concerns as eligibility, how long educational assistance is available, how much assistance one can receive, types of training allowed and the restrictions that exist, counseling availability, criteria for continuing financial support, and what responsibilities the recipient has in regards to enrollment changes and payment discrepancies.
