Cooperative Strategies in Foreign Acquisitions. SPEC Kit 195.

In February 1993, the Association of Research Libraries (ARL) conducted a survey of its members to compile information on cooperative collection development programs for the acquisition of foreign materials in ARL libraries. Responses were received from 86 of the 119 libraries surveyed. Twenty-five respondents report that they participate in cooperative collection development programs, and several participate in multiple programs. Such cooperative activities are frequently a subset of broader resource sharing programs. These programs take many forms, but the dominant model is area-based consortia, which have been established at the local, state, regional, and national levels. The survey summary excludes participation in the Library of Congress Foreign Acquisitions Program, the area studies cooperative microform projects of the Center for Research Libraries, and the Shared Resources Program of the Research Libraries Group. Sample documents are attached to illustrate the following topics: (1) policies of national cooperative programs (4 examples); (2) development of a regional cooperative program (1 example); (3) area-based cooperative programs (7 examples); and (4) operating agreements (2 examples).
