The Framework in Focus: Answers to Key Questions about Implementation of the English-Language Arts Framework.

Used to guide instructional design and professional development, this booklet highlights current thinking and practice in those areas of California's English-Language Arts Framework that need additional clarification or may have been implemented unevenly. Issues addressed in the booklet are: (1) the place of skills instruction, especially phonics, in a literature-based language arts program; (2) instructional grouping practices in language arts; (3) equity in access to language arts programs for California's linguistically diverse student population; (4) development of a performance-based and integrated assessment system for language arts; and (5) the flexible and evolving implementation of the framework.
