This recommendation urges the governments of countries belonging to the Council of Europe to adopt a comprehensive policy for health education in schools. An appendix to the recommendation defines health and health education, states objectives of school health education from the preprimary to secondary levels, offers guidelines for the planning and development of a health education program, points out the importance of research and curriculum evaluation, emphasizes that all teachers need to be prepared for working in the field of health education, lists objectives to be pursued in the preparation of teachers for health education, promotes a multidisciplinary approach to teacher training, and advocates development of policies to ensure coordination between health and education sectors. An explanatory memorandum provides a rationale for each section of the appendix. A table provides an outline of the developmental approach to health education for school-age children in the areas of physical, social, and mental and emotional development. (JDD)
