Educational Opportunities for Developmental Disabilities Service Providers. State Technical College Task Force Report and Executive Summary.

This report of a special State Technical College Task Force responds to a Minnesota legislative directive regarding needed changes in preservice and continuing education programs for personnel providing services for people with developmental disabilities. Introductory material provides background information and a summary of the 1991 legislation supporting the preparation of training materials and the establishment of the task force. The next section sets out the major problem areas regarding training and the related recommendations of the Task Force. Recommendations address: interagency cooperation and collaboration, adequate funding, development of competency-based curriculum and materials, dissemination of materials, materials evaluation, and staffing problems. The next section identifies accomplishments, including the identification of essential curriculum components; local delivery of training at technical and community colleges; current grants and projects addressing the development of a statewide training system and training modules; collection of data regarding services and costs from four state agencies; and convening of 13 developmental disabilities town meetings throughout the state. Appendices provide a chronological history of relevant Minnesota activities, the criteria for a competency-based training format, details of the state agency data, common themes emerging from the town meetings, and a summary of efforts in other states.
