Facing the Realities: An Agenda, Process and Leadership for Reinventing Schools and Communities.

This paper was prepared to assist in the national discussions about Canadian education at the nation, local, and administrative levels. It suggests that school systems need to be more closely matched with the social and economic needs of their communities as they make a fundamental shift into the 21st century. An argument for realism is made throughout the paper--about what schools are doing now, about what they can do in the future, and about the role of other public agencies and public institutions. The guiding principles of elementary-secondary education are identified as opportunity, choice, relevance, accountability, and collaboration. A variety of issues and challenges that face Canadian school systems are identified, which reflect interested constituencies and the social, economic, and political context. Specific challenges to the five functions of education--intellectual development, vocational preparation, socialization, the care and custody of children, and the selection and sorting of students--are discussed. Changes under way in several provinces are described. Finally, 10 strategies for administrative action are presented. Six figures are included. (Contains 72 references.) (LMI)
