This 1992 annual report provides evidence of changes being implemented in Kentucky school districts and individual schools. Information is provided on the following: educational finance, assessment, the Education Professional Standards Board, exceptional children, extended school services, family resource/youth services centers, multicultural education, preschool, primary school, professional development, regional service centers, school-based decision making, superintendent/principal training and assessment, superintendents' screening committees, and school district investigations for legal violations. The detailed educational finance section describes Support Education Excellence in Kentucky (SEEK), a mechanism by which state funds are distributed to local school districts. Recommendations are made to develop an improved methodology for projecting the student population and to improve data collection for timely reporting. Twenty-seven tables and 11 figures are included. Appendices contain information on collection rates for school taxes, collection rates for real and tangible property, state and local revenue statistics, higher education and the Kentucky Education Reform Act, and members of various state committees.
