An Employer Needs Assessment for Vocational Education.

An employer needs assessment study was performed at Porterville College (PC), in California in 1991 as part of a comprehensive educational planning process for PC and the surrounding area. A validated survey instrument was sent to a stratified random sampling of 593 employers in the community, asking them to provide general information about their company and to rate the importance to their employment needs of the programs currently being offered at PC and those being considered by the college. After two follow-up efforts, a 45% return rate was obtained. The highest ranked programs and corresponding job titles were accounting/bookkeeping, business general/administration, manager/supervisor, computer science/information processing, maintenance mechanic, and small business assistant manager. The top ranked program/job title for businesses with 100 or more employees was manager/supervisor, while the top ranked program/job title for businesses with 5 or fewer employees was accounting/bookkeeping. The top five "write-in" programs/job titles were food service workers, licensed vocational nurse to registered nurse upgrade, clerk/secretary, seamstress, and forestry. Based on survey findings, PC is currently considering offering programs for computer assistants in drafting and design, human resource technicians, agri-business sales and service, health technicians, and agriculture mechanics. An economic profile of Tulare County, longitudinal enrollment data for PC and the Kern County Community College District as a whole, and information on Tulare County demographics are included.
