Endowment Development in Massachusetts Public Higher Education. A Report of the Senate Committee on Post Audit and Oversight. Senate No. 1820.
Massachusetts State Legislature, Boston. Senate Committee on Post Audit and Oversight.
This Massachusetts Senate committee study examined public endowment fund development at public institutions of higher education in the state in comparison with institutional development at institutions in other states. The study used data from the Massachusetts Attorney General's Division of Public Charities, from colleges and universities, from meetings with institutional development personnel, and from the National Center for Education Statistics and the National Association of College and University Business Officers. Principle findings included the following: (1) compared to other states, Massachusetts has not built successful endowment funds for its public higher educational institutions; (2) the public higher education system in Massachusetts and its alumni are relatively young, and public schools face competition from private schools for contributions and donations; (3) most of Massachusetts' endowment development efforts have come from the institutions themselves, with significant assistance from the state level; (4) the Board of Regents should actively promote fund raising and endowment development; (5) the legislature should clarify the oversight authority of the Board of Regents; and (6) the legislature should provide matching dollars to stimulate fund raising and endowment development. Appendixes contain information on endowment fund balance, full time equivalent students, Massachusetts foundations, and total foundation assets. (JB)
