Long-Range Financial Planning: A Guide for School District Fiscal Policy Teams.

This guidebook presents information to help school district fiscal policy teams develop a long-range financial planning process. Following an introduction on how to use the guide, section 1 provides a rationale and basic guidelines for establishing a financial planning process, with a focus on defining goals and participant roles. Section 2 offers suggestions for developing local practices, presents the elements of long-range planning, and introduces the financial planning process. It also provides information on maintenance planning, furniture and equipment programs, risk management programs, and long-term facilities master plans. The third section explains how to evaluate the planning process. In addition to data collection and analysis, the team must evaluate the process itself. Two figures and a list of publications available from the California Department of Education are included. (LMI)
