Key Competencies in Small Business. Focus on Communications and Maths.
A project studied two of the six employment-related key competencies identified by the Australian Finn Review and the Mayer Committee--communications and math--in relation to small businesses. Background reading covered needs of small business and the work of key competency studies and projects, both in Australia and overseas. Project observations supported the view that small business was not simply a small version of big business. The Mayer framework of key competencies was found to work, but the result was fairly superficial and simplistic. The TAFE (Technical and Further Education) National Communication Modules framework offered a means of distinguishing between competencies that depend mostly on spoken language skills and those which depend heavily on literacy skills. Small business owners felt a simple key competency framework might be useful to small businesses in selecting new employees. Investigation of the communications and math competencies needed to comply with work-related legislation indicated the levels required to understand and act appropriately were high. The study found some small business managers functioned with much lower levels. Two broad approaches were recommended to reduce this perceived skills gap: training and servicing. Both approaches seemed to be needed. Recommendations were made for vocational education and training, small business management and training, and state-sponsored small business corporations and centers.
