Realizing Teacher Reform: A State Action Plan for Developing the Profession.

This report explores what state boards of education can do to enhance the performance of classroom teachers, and it looks at those areas within the teaching profession that are ripe for improvement. The document focuses on four main areas upon which state boards of education have direct impact: (1) revamping policies and regulations for teacher training programs, making them less prescriptive and more outcome-based; (2) revising teacher licensure and certification by developing a tiered system which distinguishes between initial or provisional and professional competencies; (3) differentiating among teachers in their work and pay by restructuring incentives and placing new importance on accountability systems; and (4) bolstering the minority teaching force by removing policies and practices that discourage qualified minority candidates from entering and remaining in the teaching profession.
