This guidebook is designed to help educational leaders in the transformation necessary to restructure and empower schools. Chapter 1 outlines major structural problems of the current educational system. Chapter 2 explains specific management techniques for restructuring a school system, from the level of the school building to the level of the central office. School-based management is introduced. Procedures for empowering faculty, particularly through the deployment of work teams, are described in the third chapter. Steps to increase professionalism in any school staff are discussed in chapter 4. The fifth chapter offers suggestions for improving student learning in a decentralized system with a focus on increasing instructional time. Chapter 6 reviews research regarding the principles of change as a management behavior, describes change strategies, and presents a change process timeline. The final chapter addresses the problems of accountability encountered during and after restructuring, and presents administrative options. Seven tables and 10 figures are included.
