Adults with Mental Retardation and Other Developmental Disabilities Waiting for Community-Based Services in the U.S.

A survey was conducted of the number and needs of adults with mental retardation or other developmental disabilities (MR/DD) currently waiting for community services. Survey data were obtained for 46 states and the District of Columbia. Respondents included directors of state mental retardation/developmental disabilities programs, state developmental disabilities planning councils, state protection and advocacy agencies, and other agencies and individuals. Results are analyzed in terms of type of agencies that maintain waiting lists (by state), number of people waiting for various types of services (by state), characteristics of the waiting lists, and characteristics of people waiting for services. The study concluded that: (1) few states gather waiting list information that can be useful for planning and for program development; (2) few states track who needs services and what type of services are being sought; (3) many states have written procedures to prioritize service requests, but these procedures are typically centered around crisis situations; (4) there are thousands of people waiting for every type of MR/DD service throughout the country; (5) every state is faced with growing demands for community-based services; and (7) the MR/DD service delivery system primarily provides services to people who are currently in the system, rather than those who live at home with their families. The study identified problems related to identifying adults waiting for services, and noted issues that states should address in providing an equal opportunity service system.
