FORCE Containing Vocational Training in Europe. Vademecum.

The aim of the FORCE program is to promote the continuing vocational training of workers in Member States of the European Community (EC). FORCE offers assistance at national and EC levels in implementing measures to enhance both the development and quality of continuing training. Measures at the national level comprise the preparation of regular reports on steps taken to implement a common framework, including information on current arrangements to promote financed continuing training. National coordination units will be established to give proper effect to the FORCE program. Both internal and external evaluation will assess the impact on formulation and implementation of continuing vocational training policies. To support and supplement activities developed by and in Member States, the Commission of the European Communities will implement transnational programs to support innovation and coordinate initiatives. Measures to support innovation are a European transnational network, exchange plan, transnational or cross-frontier pilot schemes, and European sectoral surveys of continuing vocational training plans. Measures to coordinate initiatives are exchange of comparable data, analysis of contractual policy, exchange scheme for those involved in the social process, and forecasting trends in qualifications and occupations.
