The Changing Workforce. Demographic Issues Facing the Federal Government. Report to Congressional Committees.

The predictions in "Workforce 2000" and "Civil Service 2000" were examined with regard to work and workers. Focus was on demographic changes that had occurred and were expected to occur in the civilian and federal labor force and were relevant to federal employment policy formation. Activities included review of demographic data and review of research relative to labor shortages, skills gaps, and demographic changes. Labor economists and other experts often disagreed with predictions that widespread labor shortages and skills mismatches were likely to occur by 2000. Experts generally agreed that the demographic composition of the civilian labor force had changed and would continue to change. The most dramatic change was the entry of women into the labor market; more recent changes included the increasing presence of racial and ethnic minorities in the work force and the concentration of workers in the middle-age category. These demographic changes and conditions were particularly present in the federal work force, although demographic characteristics varied by agency and census region. Many of these changes and conditions were more prevalent in the federal than in the nonfederal sector. Findings implied that federal policymakers can take action to respond to changing demographic conditions and each agency should examine its own work force to determine its needs.
