Contingent Repayment Student Assistance Plans. An Outline of Policy Options.

This document on contingent student assistance repayment plans in Ontario universities contains a paper on policy options for repayment plans and the manual for a simulation model for testing policy options. The policy options paper begins by describing the contingent repayment concept in which the test for receiving a public subsidy is shifted from the student's parents to the student-as-graduate. This description covers essential elements, other features, advantages, disadvantages, and the differences between this concept and the "graduate tax." There follows a discussion of options for designing a contingent repayment program with options treated in four groups: those affecting the outflow of funds; those affecting the inflow of funds; the amount of public subsidy to the program; and the administrative structure of the program. The paper concludes that a simulation model is necessary in order to calculate the effects of alternative sets of parameters. An appendix outlines simulation model and data requirements. The document's second part presents the simulation model designed for use on a personal computer. It explains the structure of the model, policy options, policy default values and enrollment data, income data and how to run the programs. Appendixes contain tables and default values and options.
